The UDL Connection

Accessible materials create pathways for all learners to fully participate in meaningful learning experiences. When educational tools and content are designed to meet accessibility requirements from the beginning, students can engage more independently and consistently with course materials.

Once this foundation of access is in place, Universal Design for Learning (UDL) provides a framework for designing flexible learning experiences that reduce instructional barriers and support learner variability.

Multiple Means of Engagement: When students can reliably access materials, instructors can apply UDL strategies to foster motivation, persistence, and sustained interest in learning.

Multiple Means of Action and Expression: UDL encourages offering learners multiple ways to demonstrate what they know, supporting creativity, autonomy, and individual strengths.

Multiple Means of Representation: UDL promotes presenting content in multiple formats while ensuring that each format is technically accessible.

Together, accessibility requirements and UDL principles inform the design of learning goals, materials, methods, assessments, and supporting policies. Accessibility ensures equitable access to learning experiences, while UDL builds on that foundation to create flexible, inclusive, and effective instruction.

The Accessibility Principle (POUR)

The POUR guidelines were developed as part of the WCAG 2.0. These outline four principles that ensure web content is not only technically accessible but also usable for all learners.

Perceivable

Material should be presented in ways that are perceivable to all users.
If information is shared visually (e.g., through text), it should also be available in formats accessible to users with visual impairments.
Keep both accessibility and usability in mind when designing content.
Screen readers can read webpage text, but good design choices—such as using proper heading styles—make content more user‑friendly for users with and without visual impairments.

Operable

Consider the equipment students use to navigate the virtual class; students with mobility impairments may use adaptive keyboards and may need more time to complete tasks.
Ensure that any timed activities can be adjusted for learners who require additional time.
Avoid setting multimedia to play automatically, and make sure media players can be operated using keyboard commands.
Support operable navigation by giving modules and pages clear, descriptive, and non-duplicated names.
Preventing duplicate titles or headings helps all users scan and navigate content more efficiently, improving overall learning experiences.

Understandable

Materials should be understandable to a wide range of users, even when academic reading is challenging.
Use language that matches students’ skill levels, and define key terms or vocabulary within the text.
Maintain predictable patterns in course structure and linked materials to support user understanding.
Provide tutorials or guidance to help students use course tools and correct errors—especially when completing forms, quizzes, or submitting assignments.

Robust

Maximize compatibility: Ensure materials work seamlessly with assistive tools like screen readers.
Use Standard Formats: Utilize html for creating content, as it is natively designed to allow multiple types of assistive technologies to access and interpret information.
Properly Format Documents: When using other materials like MS Word or Adobe PDFs, ensure they are properly structured and tagged to enhance compatibility with assistive software.
